Hi woods,
There are many ways to make a bamboo framed picture frame.
A google image search for bamboo picture frames brings up many designs.
Here's a few examples for ideas posted at this site:

Bamboo mirror frame for Bathroom by bambubrasileiro

Bamboo framed tokonoma alcove by Cynthia C.

Simple frame by TribalWind

Bamboo Photo/Card Easel - Maker unknown

From what I can surmise, a couple variations are to make a frame and attach it to a picture that has been mounted on a board, or to attach the bamboo onto a backing in which a picture can be inserted into a recessed portion of the frame.

Another variation depends on the type of bamboo, for example whether it is round bamboo that has been cut/split in half and glued or pegged onto a backing board, or whether the bamboo is shaped into flat strips and applied to the backing board.
Also if thicker bamboo was used it is possible to recess a portion to insert the picture, otherwise it would need to be attached to a backing board which has been offset to provide this recess.

Just some thoughts ... Let us know what you had in mind.
