Mealy bug? on Bambusa oldhamii - found sparingly in small patches on just a few culms.

It's hard to say what the photo is of but it doesn't look like a mealybug. Would it be possible to acquire some specimens or a locale that I might see the insects first hand?

I had taken more pics and will post them when I find them
This clump of B. oldhamii also had scale, (you can see them huddled together on a culm in the background > top right of picture. (out of focus)
