Pat, it is called a "shishi odoshi"

The Japanese use it as a deer scarer, to keep them out of the garden.
Very simple to make, but the most difficult part is to make it stand up in the pond or large pot.
We used to use one as a crowd-attractor at home shows.
Its continual clunk, clunk on a rock caused a lot of attention.
