Here's one way to make a bamboo whistle.
Bamboo Whistle (http://www.bamboocraft.net/gallery/showphoto.php?photo=625) - made from Phyllostachys aurea

Close-up: view through mouthpiece (http://www.bamboocraft.net/gallery/showphoto.php?photo=626) (The window-sill is viewed through the mouthpiece)

A notch (window) is cut out of the bamboo near the
mouthpiece end.
The `window-sill' needs to be at about a 45 degree angle.
A slightly beveled plug is inserted into the mouthpiece so that it's angle lines up with the inside edge of the window-sill.
The air that is blown into the whistle is guided by the angle of the plug to the INSIDE edge of the window-sill.
The edge disturbs the air, and starts a vibration, or sound wave.
This whistle is blocked at one end by a node.
Put a couple of finger holes in the bamboo tube and
you'll be whistlin dixie!!!
