When is the best time of year to take cuttings off clumpers?

When is the best time of year to take cuttings off clumpers? I have a Bambusa oldhamii I would like to get cuttings off of. I would like to get some other cuttings aswell if anybody would like to exchange.;)

I think when you see the new leaves growing is a good time to take the cuttings.
