Fargesia robusta or rufa?

I had fargesia robusta installed in my yard about 2 months ago. It looked a little unhealty at installation time and is getting a bit worse 2 months later.
The leaves are a little yellow and very pale and it has not grown at all.

question 1: although the tag says robusta could this be rufa? How can I tell the difference.

question 2: what can I do to help it grow. Does it need a certain kind of fertilizer or an acidic or alkaline soil, etc. ?

Is your bamboo growing in full sun < > shade, and what is the soil consistency?
