Hi,
Your plant is a dracaena (better known as lucky bamboo) and not a true bamboo.

see this thread:

If it is not too far gone, you could try this suggestion listed in this thread:
http://www.bamboocraft.net/forums/showthread.php?t=2266
If you've got a long enough stock, you can cut the rotten part off and replace it into a glass of water. Over the next couple of weeks it will regrow it's roots, a trait that real bamboo does not have.

This plant is super easy to reproduce. You could cut a stock into 6 pieces, place them into water, and they should all root again. You can plant them in soil, sand, anything, as long as it gets water. Also, use of distilled/spring water is really prefered.

I personaly felt betrayed the day I found out that this is not really a bamboo. But I still keep a couple.

They actually do well with just ambient daylight, not full fun.

otherwise compost (as opposed to trash)

I have a lucky bamboo that I got as a gift and it is in a small container with little rocks or pebbles. A short while after I got it, I began to notice that its leaves were turning yellow. I tried fertilizing it and I even stopped using tap water (I heard that tap water is bad for bamboos). A few days ago I caught my cat chewing on the already yellow leaves of my bamboo. Now I think that it is going to die for sure, but I was wondering if anyone knew if there is anything I can do to save it.

I've tried to do a bit of research before I come in here asking a stupid question. I already know that "lucky bamboo" isn't truly bamboo, it just looks similar.

Anyhow, someone gave my mom 3 stalks of bamboo in a metal container full of rocks. She faithfully keeps it full of "bottled" water, not tap water. She has not been changing the water out however.

Recently one of the stalks started turning yellow [from the bottom up] and died completely. The next stalk started turning yellow and I was wondering if I can cut the green part off and somehow manage to root or propagate it to get it to continue growing?

Also, what do I need to do to make sure the 3rd stalk does not start turning yellow and dying also?

Thank you for any help,
Chad

The one on the left could be saved but not the one on the right, please read this website to find tips on why lucky bamboo stalks become yellowish and how to save: www.luckybamboo-moneytree.com
