Can anyone tell me how the measurements to a panpipe work, I have the plans for an 8 piece pipe, but I would also like to make a larger one.

You should do it by ear rather than measurement.No two pieces of bamboo will sound exactly the same even if their dimensions are identical.
But you can 'guesstimate' the lengths you'll need.When you say an '8-note' panpipe,does your plan mention what scale that will produce-or what intended notes? If you let me know that,plus the suggested measurements,I can help you make a larger one using the same intervals.I've made hundreds of panpipes.

My tonic pipe is 10.5 inches long. The 8th pipe is half that size. The measurements in between vary by fractions that that plans came with. If you need more info let me know.

Yep,an octave is always half the fundamental.
OK it looks as if they're suggesting a one-octave major or minor diatonic scale at a guess.What are the fractions inbetween? (and incidentally where does your panpipe recipe originate from? Does it specify any diameter of bamboo?)
10 1/2 inches is quite a long pipe.To make a larger panpipe you need to be sure that you can get the longest tube to sound properly.That's the major consideration in making a longer one.A South American sikus uses very thin walled,small diameter bamboo which is easier to get low notes from when you use the characteristic blowing attack.
